Coordinated Aid Programme (CAP) for the CAR
Most humanitarian work in the CAR is done as part of a Coordinated Aid Programme (CAP). Working together in the Humanitarian and Development Partnership Team (HDPT), UN agencies and NGOs have formulated the CAP for 2008 and presented it to the international community and donors. It is not only an appeal for money, but a tool to plan, implement, coordinate and monitor their activities together.

For 2008, the government and the aid community have agreed on three strategic priorities:
- enhance the protection of people affected by the conflict in the north
- provide timely and adequate assistance to people who are deprived of their rights
- ensure coherence and complementarities between humanitarian, early-recovery and development programmes
Humanitarian organisations plan to provide life-saving assistance to about one million people in the CAR: food, clean drinking water, basic health services and supplies, shelter and non-food items, nutrition, coordination and support services, multi-sector assistance to refugees, safety, and security. A further one million people can benefit from programmes aimed at self-sufficiency, such as basic education and the re-establishment of rule of law.
Funding
The HDPT CAR is appealing for 92.6 million USD to carry out humanitarian work in the Central African Republic. You can check the contributions towards the CAP appeal and other humanitarian projects at UN OCHA’s financial tracking database.

The Humanitarian Community Partnership Team in the Central African Republic benefits from the United Nations Central Emergency Response Fund (CERF). The CERF is a global fund, managed by the Emergency Relief Coordinator. It enables more timely and reliable humanitarian assistance to victims of natural disasters and armed conflicts by providing seed funds to jump-start critical operations and funding life-saving programmes that are not yet covered by other donors.
