Deadly attack near Sibut
On 16 July, bandits, also known as zaraguinas, opened fire on the vehicle of the official representative of the Forestry Ministry, Pierre Ndikini, in the region of Sibut, about 180 km north of Bangui. Mr. Ndikini was fatally wounded and died soon after in the Sibut hospital. The next day, another attack targeted the truck of a humanitarian NGO in the same region. Continue Reading »
The Needs Analysis Framework analyzes the humanitarian needs in the Central African Republic, mainly of civilians living in the northern areas affected by conflict and violence. As a consequence of poverty and under-development, and aggravated by the violent conflict and banditry, urgent needs exist in all sectors. First and foremost, the humanitarian crisis in CAR is a protection and human rights crisis, with 305,000 people being forced to flee their homes. But many people also have no access to hospitals, health centres, schools, and markets, they have no drinking water and cannot work their fields, and many have no roof to protect them from the rains. The third day of CAR’s SSR seminar came to a close this evening after having presented reform proposals for the country’s security and justice sectors. The Central African Republic launched its historic four-day seminar on security sector reform today in the Bangui Sports Complex conference rooms. President François Bozizé officially opened the seminar, accompanied by National SSR Committee President General Antoine Gambi, Prime Minister Faustin Touadéra and UNDP Resident Representative Toby Lanzer. The UN System in CAR held a series of public information days earlier this week at the Alliance Française in Bangui, culminating in United Nations Day on Wednesday, October 24. The public was invited to visit stands set up by most UN agencies, ask questions and debate agency representatives, as well as attend presentations on UN activities in the country.
Following the Development Partner Consultation in June 2007, the government of the Central African Republic (CAR) is preparing for its next milestone meeting. President Bozizé and Prime Minister Doté will present the country’s first poverty reduction strategy on October 26 during a round table meeting in Brussels. Many international organizations and donor countries will be present to discuss development and reconstruction plans for the years 2008 to 2010.
On 26 June 2007, 14 countries and 18 international and international financial organizations met for a first consultation of development partners on the situation in the Central African Republic. This meeting will be followed by a wider donor round table in October 2007.
During the consultation, the CAR Government presented its reconstruction strategy for the landlocked, conflict- and debt-burdened country. Government representatives also illustrated the current situation in a number of sectors, such as economy and finance, security sector reform, infrastructure, gender, education, health, rural development.
