Introduction

Since 2005 the humanitarian situation in the north of the Central African Republic (CAR) has deteriorated severely, as a consequence of conflict, crime, and insecurity. One million people have been affected by violence, and another million are at risk. As of August 2008, more than 300,000 people have been displaced inside the country or as refugees abroad. To enable NGOs and UN agencies to get funding quickly to cover gaps or begin operations, the Emergency Response Fund was created in 2007. In July 2008, the Emergency Response Fund was upgraded to a Common Humanitarian Fund (CHF). The ERF is thus closed for project submissions but many projects to assist and protect people struck by conflict and violence that are funded under the ERF are still being implemented.

Since its creation in 2007, and thanks to donor generosity, the Emergency Response Fund (ERF) has funded 66 projects by 23 NGOs and UN organisations, almost exclusively in the north of the Central African Republic. With ERF funding, humanitarian organisations in CAR have given people struck by conflict better access to safe drinking water, education, health care and medicines; helped people return to working their fields and resume their jobs; delivered plastic sheeting and basic household items to the displaced; and improved humanitarian access. Together, the projects have helped hundreds of thousands of people live safer and healthier lives. Since 2007, donors have contributed $12m to the fund to help increase humanitarian field presence, respond to emergencies, and fill gaps.

The ERF’s objectives are in line with the strategic priorities for humanitarian action in CAR as defined in the 2008 Coordinated Aid Programme (CAP). They are to ensure that humanitarian needs are addressed in a collaborative spirit, fostering under¬standing and coordination within and between clusters and humanitarian organisations, and to enable NGOs and UN agencies to respond quickly and effectively to critical humanitarian needs in CAR by:

  • Making funds available to start operations in regions where needs are unmet
  • Making funds available in cases of rapidly changing circumstances where humanitarian gaps need to be filled and other donor mechanisms are unavailable
  • Making funds available for priority projects in the Coordinated Aid Programme that have received no or limited funding
